Chose deterministic 13-character TIDs for both site.standard.document and the singleton site.standard.publication (27wwoxjyk66jt) over slug keys like ultimate-setup-labs/self because the lexicon requires TID-shaped rkeys and stable AT-URIs are needed for idempotent republish/upserts. Rejected time-generated TIDs because they would change AT-URIs on every publish; src/pages/standard-site.json.ts must detect duplicate generated keys at build time, and public/.well-known/site.standard.publication plus document site fields must reference the deterministic publication URI.
