Prefer minimal, stateless Wrangler-based Cloudflare deployments

For Craft’s Cloudflare deploy target, prefer the existing Wrangler CLI over manual APIs, SDKs, frameworks, or infrastructure tools when it is the simpler, lower-dependency option. Keep deployment a minimal stateless publish step consuming a prebuilt artifact; use native fetch where needed and pass secrets only through environment variables. Dry-run mode must make no network calls or deployments while allowing local configuration and final-artifact validation. Prefer Cloudflare’s current platform direction, including Workers over Pages where applicable.
