Always begin temporal observations with the statement time as (HH:MM). Put a derivable referenced date at the end as (meaning DATE) or (estimated DATE). A trailing or omitted statement time looks terser but loses the ordering evidence needed to distinguish when the claim was made from when the referenced event occurred.
