Continue high-priority Publish work from the existing state

When resuming a multi-session task, continue the existing Publish worktree and its established high-priority plan rather than restarting or broadening scope. First inspect the current implementation and contracts, then complete parser/documentation/workflow changes, add regressions, run focused and cross-repository verification, and finish with a strict read-only final review. Treat independent adversarial review as a merge gate: do not modify reviewed files while it is pending, resolve every finding after it returns, and rerun verification before committing. Preserve known unrelated dirty changes and honor explicit no-edit review requests.
