Inter compact line-height

Use --line-height-compact (16px) for 13px compact UI text and --line-height-base (20px) for body text. Never use leading-none, line-height:1, or 13px line height for normal text: they look vertically precise but clip Inter descenders in overflow containers. Keep row/control heights explicit; fix metrics directly, not with transforms, negative margins, or clip-padding.
