Shell.Info opaque metadata

Chose always-present opaque Shell.Info.metadata, defaulting to {}, over optional or service-interpreted metadata because callers own correlation tags such as the originating Session ID. Shell.Service must store and return metadata unchanged; interpreting it centrally would couple generic process management to caller-specific policy.
