Chose versioned power-graph diffs over leader-title or narrative event labels because institutional change is the difference between before/after decision rights. Nodes represent actors or bodies; scoped edges represent rights such as appoint, remove, fund, approve, merge, or veto. Transfers use paired removal/addition unless the same actor retains a modified right, and announced changes remain distinct from effective changes.
