Trap: exempting an empty command fragment from subcommand coverage looks like it disables fragment validation entirely. Fix: the exemption applies only to subcommand coverage; route, frontmatter, marker, and required-fragment checks must remain active because generated command metadata replaces examples, not fragment identity or structural validation.
