When adjudicating repository events, rely on exact PR bodies, patches, metadata, merge status, and grounded quotations. Distinguish effective institutional changes, proposal-only records, product control events, and no-events based on demonstrated governance or authority changes—not merely technical behavior. Model power edges with precise actor, right, target, direction, status, and scope; revise misleading or overbroad edges. Bound claims to the implementation actually shown, preserve announced versus effective dates, and treat closed unmerged work as proposed and non-effective. Explicitly document ambiguity and evidence limitations, especially when patches are missing or truncated, and never generalize from selected patches to every changed file.
