no_event field semantics differ

Trap: applying llm_event_probe.py’s null-field rule to every no_event coding looks right because both systems use the same class label. Fix: governance_coding.py and its schema permit descriptive title, date, scope, and body/patch relation on no_event; they require only an empty power-change set. Validate against the owning subsystem’s contract.
