control_event versus institutional change

Trap: any technical proposal looks like a control_event because it concerns product direction. Fix: an unadopted feature request is no_event; an explicit proposal to create decision rights may be proposal_only; an observed TSC vote exercising existing authority is control_event. Add power edges only when the source changes or proposes scoped rights.
