Repository placement is not authority

Never infer institutional authority from repository placement, maintainership, ownership wording, or responsibility language. Chose source-explicit rights over stewardship signals because those signals usually describe implementation; however, an explicit proposal to transfer or recreate a repository under a named organization can support a narrowly scoped proposed own edge, never an effective transfer or broader authority without adoption evidence.
