Issue body_patch_relation

Trap: body_patch_relation: not_applicable looks right for an issue because no patch exists. Fix: use body_only when the frozen record supplies an issue body and no patch; the value describes which side of the body/patch evidence pair exists, not whether a comparison can be performed.
