Classify changes according to the authority or rights actually established by the source. Treat explicit transfers of responsibility—such as Terraform taking over interpretation of historical module-source shorthands—as control_rights institutional changes, with precise actors, rights, targets, and scope. Treat enforced license acceptance as a license/set_terms change, but limit claims to the implementation demonstrated (for example, Terraform’s Habitat provisioner rather than all Habitat installations). Distinguish merged effective changes from proposals, reversals, and ordinary product maintenance. Preserve exact dates, implementation status, evidence limitations, and bounded scope rather than inferring broader governance changes.
