For governance adjudication work, preserve immutable frozen inputs and verify exact hashes, artifact contents, schemas, record identity, and ordering rather than trusting self-consistent caller data. Enforce source-first, performance-blinded review with verbatim field-level evidence grounding, explicit reviewer provenance, bounded-evidence limitations, and exact decision and graph-diff semantics. Malformed, substituted, incomplete, unresolved, or ungrounded data must produce validation errors and keep the canonicalization gate closed rather than crash or pass silently. Add deterministic fail-first regression tests for every discovered defect or bypass, including fragment validation, and verify both targeted and full suites before considering the implementation complete.
