Inspect the complete relevant implementation before drawing conclusions

When auditing or modifying validator code, continue beyond initially viewed line ranges and inspect all in-scope functions, especially later definitions such as validate_adjudication_fragment(). Do not assume a previously displayed excerpt covers the full implementation. Trace fragment-level schema checks, reviewer-role requirements, record-ID ordering and uniqueness, document/coding mappings, hash checks, and delegated record validation before reporting findings or constructing artifacts. Base conclusions on exact current file contents and line-level evidence.
