Lore V2 static config

Chose static V2 config for compaction.auto=false and Lore’s three agents over runtime mutation because the Promise plugin API has no compaction domain and AgentEditor cannot add agents. Define lore-distill, lore-curator, and lore-query-expand under canonical agents; never port legacy prune or singular agent fields.
