Gateway processBoundary ownership

Never set processBoundary from an in-process Lore plugin. It marks a CLI-owned process boundary with one-shot shutdown behavior; using it inside a plugin looks like ordinary lifecycle configuration but assigns process-level ownership to an unloadable extension.
