Configured plugin watch lifetime

Trap: tearing down each configured local-plugin watch when config removes its target looks like precise resource ownership. Fix: V2 deliberately deduplicates watches and keeps them until the config layer scope closes; removal leaves one stale filesystem handle whose later notification causes only a no-op activation.
