Before approving governance-adjudication changes, audit the validator, schema, protocol, committed artifacts, manifests, and regression tests together. Cross-check ontology enums, frozen bytes and hashes, provenance, exact record sets and order, reviewer restrictions, accepted-response identity, grounded evidence, graph diffs, fragment/full-envelope separation, malformed JSON, aliased or non-regular paths, CLI output safety, archive and resource limits, and canonicalization-gate behavior. Use deterministic synthetic probes and targeted tests to prove substituted, ambiguous, or invalid data is rejected without corrupting frozen inputs or existing outputs. Keep audit-only work read-only. Report checked invariants and substantive findings with exact file:line evidence, classify them as PASS, CONCERN, or MUST-FIX, prescribe a regression for every defect, state residual risks or coverage gaps, and provide an explicit merge verdict.
