Always place license headers first

When creating, editing, or standardizing files, place applicable copyright and license notices at the very beginning, before documentation comments, module descriptions, includes, or any other material. For Valkey files, preserve inherited license blocks where required and add a separate Valkey BSD-3-Clause notice immediately afterward when appropriate. Use the standardized Valkey wording and SPDX identifier rather than informal variants.
