Always classify x-lore-agent authoritatively before heuristic meta-request scoring. Treat coder and code as normal conversation turns even when request structure resembles housekeeping. Treat title, summary, summarize, categorize, label, and classify as passthrough housekeeping requests. Only unknown or absent agent values may fall through to conservative heuristics, preserving the bias against false positives.
