ci-poller ATTEMPT decimal

Trap: ^(0|[1-5][0-9])$ looks like a 0–59 check, but rejects 1–9; the first retry dispatches 1, so the next run stops before polling. Fix: validate canonical bounded decimal with ^(0|[1-9]|[1-5][0-9])$ before token creation, then increment with 10#$ATTEMPT so leading-zero octal parsing is impossible.
