Always make PR revisions and review artifacts fetchable from the base repository using GitHub credentials. Chose base-repository merge refs and objects over fork refs because fork workflows may lack credentials while GitHub exposes the merge SHA from the base repository; never require fork credentials or a GitHub App token.
