determineInstallDir priority

Chose install-directory priority $SENTRY_INSTALL_DIR, then existing PATH-listed ~/.local/bin, then existing PATH-listed ~/bin, then ~/.sentry/bin over defaulting to a conventional directory because explicit intent and immediately executable locations must win. Do not select ~/.local/bin or ~/bin merely because the path is conventional; each must both exist and be in PATH.
