Stricli flag requiredness

Flags whose values callers must always provide must be required. Variadic flags are always optional because omission parses to an empty array; treating them as required looks stricter but contradicts their established empty-array runtime contract. Do not transfer this rule to positional arrays or tuples, whose requiredness is declared independently.
