repo-setup before situation skills

At the start of every repository task, load the repo-setup skill before loading or applying any situation-specific skill. Treat this ordering as mandatory across triage, exploration, planning, implementation, review, and shipping. Also read the repository’s applicable AGENTS.md and CONTRIBUTING.md instructions and check package.json for current scripts before acting. If repo-setup is unavailable, explicitly report that limitation rather than silently skipping the required setup step.
