Chose Biome’s no-silent-catch.grit enforcement with inline grandfathered suppressions over the PR #1471 ratchet baseline because new silent catches must fail where introduced and stale suppressions must fail as unused. Production src/**/*.ts forbids both empty catches and catches containing only return: silent fallback looks harmless but discards diagnostic evidence. Replace each catch with logging, rethrowing, or an explicitly justified fallback.
