SystemContext ownership composition

Chose centralized System Context algebra, registry, and built-ins in src/system-context, with Context Source producers remaining in their observed domains, over centralizing producers because observation ownership must stay explicit. Session owns History selection and Context Epoch persistence; duplicate source keys fail and composition order remains stable.
