recordCacheUsage span ordering

Always end genAiSpan before calling recordCacheUsage(). Calling bookkeeping first looks natural because it belongs to response accounting, but an exception can leave the span unfinished or let best-effort cache bookkeeping alter telemetry completion. recordCacheUsage must never touch the span.
