Restart resumes background agents

After a server restart or interrupted turn, always nudge every interrupted background agent to resume in its original session and workspace, then verify each is running and eventually returns a substantive result. Starting replacements or merely continuing foreground work looks sufficient, but duplicates review effort or leaves persisted validators stranded; preserve the original reviewer identities and frozen scope.
