Tailscale direct peer paths

Always prioritize direct Tailscale peer-to-peer connections over DERP relays because Burak Yigit Kaya expects direct paths to provide lower latency and higher throughput. Relaying looks acceptable when connectivity works, but it is a degraded path and should prompt investigation when a direct route is feasible.
