Always preserve primary-worker and pool-sizing invariants

When modifying embedding-pool sizing or configuration, treat the primary embedding worker as always present and outside optional pool-growth logic; its own OOM backoff governs recovery. Keep _configuredEmbedPoolSize() a side-effect-free parser that never creates a worker or pool. Normalize missing, malformed, non-finite, or otherwise invalid configuration/environment values to undefined, never NaN.
