Final cancellation claim deletion

Chose deleting the exact execution claim inside the final Tool.Failed or Step.Interrupted event transaction over first marking it cancelled and deleting afterward because a crash between statements leaves a blocking claim until lease expiry. Event-publication failure must roll back both the projection mutation and claim deletion.
