Commit: 9fe1aaf406e — fix(snuba): Map ClickHouse 'Too many simultaneous queries' RPC error to 504 instead of 500

This branch has already been pushed to origin and is up to date. The work appears to be a fix that maps ClickHouse's "Too many simultaneous queries" error from the Snuba RPC layer to a 504 (Gateway Timeout) status code instead of letting it bubble up as a 500 (Internal Server Error). This gives callers a retryable signal.

The only local changes are to AGENTS.md and some untracked files (.lore.md, .opencode/) which are metadata/tooling files, not part of the feature work.
