This PR unfortunately contains a mixture of three different changes, which I've done here out of pragmatism because both of them have the side-effect of severing more indirect dependencies from the remote state backends and I want to minimize the review request noise for the backend maintainers.

On the plus side, I expect that this will be the last of these big "chop out a chunk of the dependency graph" changes, since what's left isn't really separable as long as the backends are directly linked into Terraform CLI.

This PR unfortunately contains a mixture of three different changes, which I've done here out of pragmatism because both of them have the side-effect of severing more indirect dependencies from the remote state backends and I want to minimize the review request noise for the backend maintainers.

On the plus side, I expect that this will be the last of these big "chop out a chunk of the dependency graph" changes, since what's left isn't really separable as long as the backends are directly linked into Terraform CLI.
